I own a family entertainment center and am looking to install a webcam on a
television in a public area to give the children something to do when they
arrive early. I have a laptop computer in my office directly behind the
wall where my tv is mounted and I understand how to hookup the webcam to
the computer and the computer to the tv.

Will the animation/effects of your software work in real time on the
laptop or TV as a customer will be looking at it? For example, when the
MAtrix foreground (I think) is on. will the children see themselves in a
matrix backgriund on my television.

This could work fine in real time, but keep in mind that the resolution is 320x240 which is less then resolution of your tv.
The best way is to try :)
